What does Article 4 of the AI Act require?
Article 4 is the AI literacy duty. It binds providers and deployers of AI systems, so any organisation that develops AI or uses it professionally, whatever the risk class, and it has applied since 2 February 2025. The 2024 text asked them to ensure, to their best extent, a sufficient level of AI literacy among staff and others operating AI systems on their behalf. The Digital Omnibus, Regulation (EU) 2026/1744, reworded it in July 2026: providers and deployers must now take measures to support the development of AI literacy, and no particular level has to be guaranteed. The article prescribes no format, certificate or exam. Training, internal guidance and clear responsibilities that fit each role and context are the usual measures, and records of them show what was done. Article 99 names no fine tier for Article 4, but Member States can set penalties in their national rules.
Providers and deployers of AI systems shall take measures to ensure, to their best extent, a sufficient level of AI literacy of their staff and other persons dealing with the operation and use of AI systems on their behalf, taking into account their technical knowledge, experience, education and training and the context the AI systems are to be used in, and considering the persons or groups of persons on whom the AI systems are to be used.
